Need help with Kitchen Floor Paint on pitted cement

The house we bought a few years ago has a lot of "opportunities." My current issue is figuring out what to do about this floor or lack there of. This is in my kitchen and this is what the floor looks like just cleaned. http://ift.tt/1D057ap The previous owner used latex wall paint to just paint the cement after they pulled up the original hardwood. The cement is pitted, has deep gouges and even what looks like dog foot prints and that doesn't even cover the very terrible mix of colors they used with their fancy faux sponging technique with. It is green, orange and peach colors (all colors that I have already painted over in the rest of the house.) They really just sponged on their left-over paint from all the other rooms. My budget is currently extremely limited. I really want to even out the floor and then paint it a solid color until we can afford real flooring, but I don't even know where to start. What do I use to take off the paint and then what do I use to fill the pits and even out the floor? I am not going to buy any flooring right now, not even cheap laminate. I wouldn't even mind evening out the cement and then staining it instead of painting it but I need advice on how to get to that point. Any help is very appreciated.
