Ice dams in winter cause water damage inside.

We live in NE Ohio, where it gets to be freezing for weeks at a time in the winter. This house was constructed in 1956, and purchased in 1992. We're not sure if the left section was part of the original house or not. There is a problem with ice dams in the winter; when the thaw inevitably comes, melting water doesn't drain properly and instead seeps into the wood structure of the house, then drips somewhere nearby. We put a coat of paint on two years ago and it's already peeling in places.

I'd like to know what solution, if any, there is to the ice dam problem. We would like to prevent any further water seepage if possible.
